I think it is cold drawn vs forged. (?) T651: Applies to products which are stress relieved by stretching after solution heat treatment. T6511: Applies to products which receive minor straigtening after stretching. Basically there is no differrence that you will ever be able to tell. Basically there is no differrence that you will ever be able to tell. They’re both 6061-T6.
